The Rev. Ken Joseph Jr. of the Assyrian Universal Alliance says it’s the only way to convince Iraqi Christian refugees that it would be safe for them to return.

Officials estimate that more than 1 million Christians have fled Iraq since Saddam Hussein’s regime fell, because they’ve been increasingly targeted by violence.

Joseph and other representatives of Iraq’s Assyrian minority issued the appeal for their own province at a meeting that wrapped up Saturday in the northern city of Irbil.

Before departing Washington last week, Joseph said Assyrians want an area where they can preserve their ancient culture and provide their own security.

Mike Zovath, co-founder of the Answers in Genesis ministry that opened the Creation Museum three years ago, says the ark would be part of a theme park that also includes a replica of the tower of Babel.

Gov. Steve Beshear  says he favors providing tax incentives to encourage investors to move ahead with the Ark Encounter project.

Barry Lynn, executive director of Americans United for Separation of Church and State, objects, saying “the government should not be giving tax incentives for religious projects.”

But American Civil Liberties Union of Kentucky staff attorney Bill Sharp says he doesn’t see any constitutional problem with the state granting tax exemptions for the project.
